21-01-2012 Candidates desirous to attend the online Examination for up gradation courses related to E1-E2, E2-E3 & E3-E4 are requested to contact K C De, ( 9432001038 ) Zonal Secretary / Central Zone. Administration admits the shortage of staff & ensure of proper manning within area by re suffling within a month. 02-01-2012 Trade Union Facilities Congratulation, BSNL has issued orders extending the facility of 'informal meeting with the management' to AIBSNLOA at all levels. Similar order has been issued in respect of AIGETOA also. We had been pursuing with the Management for quite some time for extension of trade union facilities for effectively taking up the issues with the Management/Administration.

AlL the members are requested to attend the meeting positively. 08-09-2011 In a special meeting called by CGM/CTD on 30-08-2011 the Medha Intranet attendance system made optional till further order. 26-08-2011 AN APPEAL All members are requested to register their name in Medha intranet attendance system. In a meeting held on 26-08-2011 CGM requested to carry forward existing system of attendance for the time being till the final decision is arrived. Some unions proposed to introduce bio matrix machines for attendance. Data regarding revenue comparison for CTD reflects in intranet site needs to be corrected as towards the revenue growth is +ve 2.17 Cr for the month of July'2011 compare to last year. >>>>>>>>> view letter from CGM/CTD to Directorate 24-08-2011 1) Meeting with Dir(HR) on 06-08-2011 at the chamber of CGM In the schedule meeting with Dir(HR) various issues including VRS, MEDHA based attendance system, limited trade union facilities etc. were discussed. Dir(HR) assured that all these issues would be taken care of. Our state secretary Sri A Mondal, Org. Secretary Sri S Ghosh & Sanjay Dhar, Asst. Secty. S Basak, State President Sri T Chattopadhyay, CWC member A Pal attended the meeting. 2) Cultural Function At CTO hall on 12 -08-2011. Cultural function held at CTO hall on 12-08-2011 for the 150th anniversary of Sri GURUDEV. A discussion on " Relevance of Sri Rabindra Nath Tagore in Today" took place at the very begining of the function. It was addressed by Dr. Dilip Sinha ( Ex Vice-Chancellor of Viswa Varati University). He describe various aspect of Gurudev's great deeds renders for the common people. It was organized by Sri Tapan Sadhukhan (Org. Sec.), Smt. Ila Kundu (Member), Smt Archana Moitra (Member), under the banner of AIBSNLOA. Tagore songs & Recitations were performed by Sri Kashinath Das, Debdas Banerjee & Deepak. It was held in a nice & befitting manner. 3) Vindictive Transfer of Smt. Sima Chatterjee. Our courageous member has been fighting against various irregularities pertaining to huge drainage of BSNL fund. Being unable to manage the situation GM(EB-II) issued the vindictive transfer order from CO(LD). We took up the matter with CGM/CTD for his personnel intervention against such misdeal. Ultimately we could able to resist such vindictive action by the administration. 23-08-2011 All members are requested to record their attendence in departmental Intranet/Medha from 25-08-2011 as per instruction of CGM/CTD. 30-07-2011 State Secty/ AIBSNLOAWB personally handed over this letter to CGM/CTD regarding SDE/Officiating on 28-07-2011 click here for the letter>>>>>>>>>> 29-07-2011 Synopsis of the discussion with CGM/CTD held on 28-07-2011 The following issues were discussed:- 1) Scarcity of Telephone Instrument : Would be solved only after receiving 1 lakh instruments which is under procurement process expected to stored before Puja'11. Respective Area Managers were conferred powers for repairing of Telephone Instruments till such time. 2) Salary through ECS : Administration will try to explore possibilities for all staff to come under payment of salary through ECS. CGM / CTD has called a meeting of all unions in this regards. 3) Shortage of staff in TB/Terminal of PCM: The issue of shortage of staff at TB/PCM terminal would be looked into. 4) DPC for DE officiating: We have expressed our strong resentment on the issue wherein it was stated that those SDE's who will decline DE officiating promotion would be transferred. We have given an alternative proposal for seeking option before issuance of transfer & posting order. 5) Vacant space in Standard Building (2nd Floor) & utilization thereof : Very low rented space of standard building would not be surrendered and be utilized for our different high rented offices after completion of repairing work. CGM / CTD agreed to our proposal. 6) Additional space of Civil wing would be made at BZ Exchange building: Another two rooms will be alloted as decided. 7) Wretched condition of EVDO services: Necessary PCM links be provided for reliable & efficient services. Measures have already been taken. 8) Long awaited / Pending SDE / officiating arrangement: CGM / CTD assured that SDE / officiating arrangement would be made shortly. We have been in persuasion of the issue from Jan'11. 9) Proper implementation of TVARITPLUS : Measures have already been taken to include all leased circuit under Tvaritplus for billing purpose also. Till date about 2500 circuits have been migrated in Tvaritplus out of 8500. Efforts are on to complete the entire process by 31st Aug'11 10) Non grant of financial assistance for studying MBA : CGM / CTD assured to look into the matter for early settlement. 28-07-2011 AIBSNLOAWB writes letter to CGM/CTD regarding Wretched condition of EVDO for insufficient link Click here for the letter>>>>>>>>>>>>>>>> 13-07-2011 Positive ACHIVEMENT despite of Hurdles : Our continuous persuasion with the CGM/CTD on 11-06-2011 and also with the CGM/WBTC on 22-06-2011 over the issue of " REHABILITATION OF THE OFFICE OF PRINCIPAL CHIEF ENGINEER (CIVIL),WB ZONE AT THE BURRABAZAR TELE. EXCH. AT KOLKATA" finally achieved Necessary permission obtained from the CGM/CTD to allow the functioning of the office of the PCE/WB Zone. We welcome the positive decision of the CGM/CTD and CGM/WB for their pragmatic approach to settle the problem within shortest possible period. 12-07-2011 AIBSNLOAWB writes letter to The Principal Chief Engineer (Civil) : Click for the letter>>>>>>>>>>>>> 23-06-2011 one schedule meeting held with cgm / wbtc on 22nd june 2011. The detailed discussion agendawise are as follows :- Agenda - 1 : Rehabilitation / Acomodation of the Principal Chief Engineer Civil Office, WB Zone in the central area at Kolkata :- During discussion CGMT / WBTC express his astonishment as no proposal so far received either from the civil wing administration or any Union / Association. Postal Authority demanded Rs seven crores as rent and Principal Chief Engineer already agreed for shifting of that office. Our proposal for accomodation in the central area at Kolkata is already late. Our representatives emphasized the need for the skeleton PCE WB Zone to be located to the central area to meet up the need of all HR activities, day to day office activities along with activities with circle office, our association already taken up this agenda with the CGM / CTD on 11-06-2011 to accomodate the PCE office in the central area at Kolkata. On this issue the CGM / WBTC concluded that he would discuss this with CGM / CTD and also explore other possibilities. Agenda - 2 : Discrepencies in the sanction of rate of diary for the executives :- The usual sanction rate of diary Rs 200/- for the executives but it got violated in the circle office discriminating one or two executives The CGM / WBTC instructed to the GM(HR) to look into the matter. Agenda - 3 : Officiating in seniority basis to the DE post :- Our association requested to float the proposal for officiating of DE post for WBTC as it is pending for years together. The CGM instructed the GM(HR) to start the process for inviting optionsfrom eligible SDE'S. Agenda - 4 : Illegal encroachment of the land of BSNL at Gopalpur and Baranagar wireless sites : Point raised by our association. The outstanding amount already provided to the municipality of Gopalpur and Baraganar as well for obtaining legal right of the said assets. Agenda - 5 : The Heritage CTO building :- The association raised the point to restore the water service to the heritage CTO building by clearance of all the taxes. The CGM / WBTC assured us to look into it. Agenda - 6 : Discrimination in transfer for JTO / SDE in civil wing :- The association cited several examples that malpractice on transfer posting practiced at random. The CGM assured us to examine about the matter. The meeting ends thanks to the chair. 18-06-2011 Request for " Accomodation of the office of the Principal Chief Engineer' Civil. W.B Zone in departmental/residential area within the Central area at Kolkata. >>>>> View Letter 11-06-2011 In an important meeting with the CGM/CTD held on 09.06.2011 in the chamber of the CGM to explore the possibility for development of quality of services on the agenda submitted by us are detailed below;- Agenda-1 Replacement of old paper core cable & lsdc cable by pijfthrough micro tunneling without joint or as minimum joint as possible. CONclusion - short piece cable to be laid to minimise the joint to increase the efficiency for minimising the faults. agenda-2 increase number of bts & capacity of mobile exchange. conclusion - a proposal have been received by the cgm/ctd for installation of bts's for enhancing connectivity. agenda-3 proper step must br taken against sheer negligence in restoring huge pcm faults everyday conclusion - it was brought to the knowladge of the cgm & he assured adequete measures to be taken for restoration huge pcm faults occurring day to day basis agenda-4 2 nd line of maintenance team under each area manager/divisional engineer for immediate restoration of line fault conclusion - the agenda was discussed in lenth and proposed for augmentationof number of taskforce team at differentareas for betterment of the maintenance work. The chm agreed to implement some of our valued proposals 1. each & every linear charge of bts's will come in ring topology to provide reliability to the customer. 2. the cgm also agreed that numbers of training programmes to be locally organized for different types a) transmission equipment b) for optical fibre plicings c) tvarit plus d) adsl's e) cpe ( configuration of broadband) f) uses of otdr, power meter, ethrenet channel analyser etc. 3 tp provide the telephone/data connectivity for the up coming complexes unused rack at different rsu/rlu's are to be diverted. 4 store material : due to lack of pij for higher capacity at this moment total replacement of paper core & lsdc cable are not possible . The case has been taken seriously & the cgm assured us to the same to be diverted from other circle units. 5 for new telephone instruments, tender process already been completed by the bsnl board & about one lakh set would be available within next 2-3 months for emergency power supply to the bts's - areawise private movable power supply unit are to be organized to cater the need of the emergency back-up power supply. 6 in addition to the above points our respected cgm informed all the employees that nearly 80% of total revenue of ctd area are comming through only from copper lines& importance are to be given to minimise the unnecessary joints to reduce the faults. 7 beyond all the agenda , one important issue was also discussed for non shifting of pce offices of the civil discipline from central area to salt lake : on behalf of our association we have raised this sensitive issue to the cgm/ctd as the principle chief engineer / civil office is highly accessable in the existing permises at yogayog bhawan , however, as the postal authority denied the permission, for the greater interest our association requested the cgm /ctd to explore the all possibilities for restoration of that office in the surrounding central area. The cgm/ctd assured us to take up the issue with the cgm/wbtc for proper restoration/placementof that office. 8 the cgm/ctd also assured us to utilize in building up of the pending assests : The maniktal administrative building already completed its base work and foundation lyiny pending even after vacation of all the court cases since 2007.
